Screw up on forum permissions

BearZ found an issue with the forums permissions that was actually a fairly big bug (in my eyes). I've fixed the issue (tons of files to update) and reran our permission importer.

Those with access to featured forums should now be able to view them. Sorry for the inconvenience.
