The best paint to use under the hood would be one that is heat resistant, i recommend the Dupli-Color high heat, and Dupli-Color Adhesion Promoter Clear Primer they are great together, and a final clear is not really necessary since Dupli-Color has already a clear protective base it it..so here's what you do:

    1. clean first the parts your going to paint with a cleaner ( a hosehold degreaser will do fine).

    2. apply about 2 coats of the adhesive promoter, waiting 15 min. between coats.

    3. wait a full 30 min. before the actual painting.

    4. paint your parts with about 3 light coats, waiting 30 minutes in between coats, be sure to leave out your parts to dry, preferably over night. this will guarantee proper drying, especially on the plastic parts..one problem i had for not letting a part dry enough was my dip stick handle..i let it dry for like an hour or two, but when i touched it, it was dry "not sticky" but the paint would smudge once touched, but came out great when i re did it following the steps above..take care good luck, and let me know if you have anymore questions
