nope. they are open. they are just throttle bodies (just like the TB on our car) except each intake port gets its own throttle body and they are tuned to provide optimum performance. The velocity stacks serve to increase the speed of air flow, so not only is there no restriction, its almost like boosting in that it really does improve throttle response, and power through out the range.
one quick correction to the ^^^ post. The ITBS feed directly into the cylinders...not the intake manifold.
You can get a manifold that encases the ITBS so they only draw in filterd air from the intake system. This manifold does not have runners, but rather it is just a large open chamber that bolts up to the intake piping. The ITBs then draw in air from this chamber. this also is a way to keep the intake temps cooler, by preventing the ITBS from sucking in hot air from the engine bay.
