Sorry this is a little lengthy, but I was reading a thread on the "other site", and I'm just so tired of hearing about situations like this that I wanted to provide some information on how to protect yourself. This was my reply over there: I used to work for MBNA/Bank of America in their credit card billing disputes area. We used to get so many horror stories about people filing disputes to paypal that were never resolved or sided against even though the customer was in the right. Here's some advice and information on paypal to help keep this from happening in the future: When you set up your paypal account, even though you have to register a bank account to confirm your account there, don't use it as the funding source for your transactions. If you send the money from a savings or checking account, then the only recourse you have in a situation like this is to go through paypal's dispute process. Paypal's dispute process is absolutely worthless. They don't care about you. If you fund a paypal transaction with a credit card, then you have the option of filing a credit card dispute based on the merchant agreement paypal agreed to when they decided to take that brand of credit card. Visa cards have the most disputing rights and the easiest requirements for filing them. (some people swear by AMEX, but its not true - they have more stringent regulations for disputes they actually file, it's just that they will typically write off a slightly higher amount then other companies rather then file an actual dispute) When you fund a payal tranaction with a credit card, that little screen pops up and asks you if you're sure you want to use the card and tries to convince you to switch to your bank account. Paypal does this for 2 reason: The first is that they have to pay interchange to the credit card company for every tranaction they do using that payment method. The second, is that in the event of billing dispute filed through the credit card company, if you win, the money is taken back from paypal instead of the seller. Paypal doesn't like this, becuase then its up to them to recover their money from the seller, and they would rather make some halfa$$ed excuse about how they couldn't reslove your issue (at no cost to them). In the event of a deposit, you MUST have IN WRITING that the deposit is refundable upon request or cancellation of order. An email record is sufficient, its just that you may have to produce it if paypal tries to fight the dispute. You do have rights in situations like this, its just that most people don't know them, and paypal makes it as hard as humanly possible to get any type of justice. Yeah, I wrote it. I did credit card billing disputes for a couple years, and I've got a lot more then this, but I figured it'll be more of a request basis for individual situations rather then writing a book. It's crazy what some merchants try to get away with, but if they take a credit card, they're all under contract to accept the card companies dispute policy and won't have a leg to stand on if you follow proper procedure. Also, it's not dependent on what bank issues your credit card. Visa, MC, Amex, Discover all have their own dispute policies that are pretty similar but have subbtle differences. Since this is stickied, feel free to ask questions about any situations you might be in and I'll do my best to advise you on the best way to get your money back. Most of the "tricks" are little technicalities you might not have thought about, and if one type of dispute doesn't apply or would be too difficult, you can sometimes get away with some creativity. I'll also try to add info that will help in more common situations as I get the opportunity. Very nicely written for those that are not cautious.....i have used paypal for nearly 8 years and i have had only only problem to speak of.....i usually always used my credit card for exactly the reasons you state because just in case something goes wrong your credit card company will usually always back you. There was one time that i had to buy something from someone and they didnt accept credit cards....so i used my bank account via paypal....well the a-hole didnt send the merchandise and i had to dispute it....luckily paypal knew this guy was trying to screw people through ebay and suspended his account after 30 days my money came back to my paypal account! Another time i tried to by a big ticket item from ebay $1K+ and i used my credit card....sure enough the guy screwed around but, this time i call my credit card company and in 2 days my funds were back....gotta love my CC company! Just to clarify, if you fund your paypal account with a credit card (ie: make your backup card as your primary funding account) then you have the same disute rights as if you paid the merchant directly with the card. The only differnece is that with paypal they are required to assume the merchant's liability since they are the ones that billed the card for the transaction. Basically, if you have a card registered on paypal, when you go to send money, click on the "funding options" link under the recap of your banking info, and click the radio button next to your credit card and submit. Then the little screen pops up asking you if you really want to use a credit card, and how safe it is to pay with your bank account, and blah blah blah - just click continue. If you don't have a credit card, and you're old enough to get one, then sign up for one. Please keep in mind that I'm not telling you go into debt! Only buy what you can pay for, and payoff the card each month. This will estblish a credit file, and if you handle it wisely, in a few years when you go to buy another car or a home or something that is financed, you'll notice how much lower of an interest rate you qualify for due to your strong credit. Jacking my own thread, but just another FYI: If you plan on keeping a balance on a card, keep it under the halfway point to have essentially no negative impact on your credit, and don't go above 75% unless its an absolute emergency. ^^Absolutely! If you fund the paypal transaction with your credit card, then you have the right to dispute the charge under the CC brand's established guidelines that Paypal agreed to when they signed up to accept the CC as a funding source. Because Paypal accepts the money for the transaction, they also accept the liablity for the transaction to be completed as described when the sales contract between you and the seller was agreed upon. good right up bro, i use paypal alot. even tho i have a verified bank account on there i ALWAYS ALWAYS use my cc for every transation just cuz incase of situation ever arises. god forbid that something happens like that at least i know that if anything ever happens i can always dispute it with my cc company. but knock on wood i've had a flawless transation history so far haha. |

That's always the best method. A perfect example is the c/f hatch I recently purchased. The hatch had manufacturing defects in it and the seller seemed to be willing to work things out. We were corresponding back and forth, and he requested pics to provide the manufacturer, and things seemed to be progressing nicely towards resolution. It was awfully convenient that once the Paypal dispute period ran out, I never heard from him again. I let VISA know, and they returned my money within 10 days. Don't mean to thread jack, but just wanted to tell you guys of a recent issuie i had with paypay..i basically just used them every once in a while for those merchants that only accept paypal as a form of payment, well one day i reviewed my bank state ment and discovered over $4500 in instant transferes taken out by paypal, the excuse i was given was that my account was linked to another account in california, which all personal info. was totally different to mine, they told me i first had to resolve the issues with the other account, because it had a negative balance still, i told them how could i, i dont know anything about it..well i finally ended up going into my branch, filing a dispute..my account was closed, i was issued a new checking and checkcard account number, and within a few days recieved full credit adjustment...so inconclusion paypay will no way in hell ever get my financial information again ![]() '08 // Flint Mica // tC |
