Aren't the fogs wired to a rocker switch that can be turned off and on whenever?

Those are the driving lights/parking lights.

You'd have to cut the wire connection from the fog lights, most likely, and hard wire them into your parking lights power wire. That way, they will always come on with the parking lights turned on. You can run a switch between them and the parking light switch so you'd be able to power them off if you just want parking lights on too.

Complaining is futile when you supported the victory.

You can run a tap from the stock fog switch to the power wire for the parking lights and remove the power wire for the stock fog switch. That way, the lights will only have power with the fog lights on and you can turn them on or off along with the parking lights.
